Mayor's Youth Empowerment Program

MYEP Services

Today MYEP’s focus has changed substantially from where it began. We are now funded almost entirely through a federal Medicaid program called Home and Community Based Services (HCBS), commonly known as ‘the waiver’ or ‘waiver services’. Our service population is primarily people with intellectual and/or physical disabilities, though we also provide services to people whose primary diagnosis is mental illness.

MYEP has two main service programs: the Adult Day Program and the Residential Program. We offer the following services through these programs:

Adult Day Program- The MYEP Adult Day Program is housed in the main MYEP building. This program has grown from serving a few individuals to over 60 individuals. The MYEP Adult Day Program is designed to interweave person, social and community activities according to the goals and desires of each individual.

  • Day Habilitation– this service is available to people with a primary diagnosis of an intellectual disability or a mental illness that are age 16 or older. The intent of this service is to assist the person in developing or maintaining life skills and community integration.
  • Supported Employment – this service is available to people with a primary diagnosis of an intellectual disability, a brain injury, or a mental illness that are age 16 or older. The intent of this service is to assist the person with maintaining competitive employment.

Residential Program –
MYEP owns or operates multiple residential living environments in Iowa City, Coralville and North Liberty area. People receiving residential services live in a community based home with 1-3 other roommates and have staff available to them 24 hours per day. There are two main services that are provided in the residential program:

  • Supported Community Living – For a residential setting where daily supports are provided, this service is available to individuals with a primary diagnosis of an intellectual disability or a brain injury that are age 17 or older. The intent of this service is to support the person with developing or maintaining the skills necessary to live in the least restrictive environment possible for him/her.
  • Home Based Habilitation – This service is available to people with a primary diagnosis of a mental illness, and is available to individuals that are age 17 and older. The intent of this service is very similar to Supported Community Living – to assist the person with developing or maintaining the skills related to living in the community.

Payee Services: MYEP offers Organizational Representative Payee Services under the authority of the Social Security Administration (SSA) .  This service is offered only to individuals who receive Residential Services from MYEP.  Payee services will assist the individual with the following:

  • Reporting of Financial Information to SSA:  This includes reporting of all monetary resources (i.e. employment income), accounting for the utilization of money (i.e. records of purchase receipts)
  • Payment of Living Expenses:  The MYEP Representative Payee will be responsible for paying all bills that are deemed a necessity.  Bills that are considered a necessity are:  rent, heat, water, garbage and electric.
  • Budgeting of SSA Money:  The Representative Payee will assist the person with budgeting their monthly financial resources and expenses to ensure that all necessities are being met in a responsible manner.
